France was one of the founding members of the Intergovernmental Committee for European Migration (ICEM) in 1951, then left it from 1966 to 1981, considering that the original mission of the Organization related to the population movements of the after the war had been accomplished. She was then observer to the Organization, before reintegrating fully in 1992, noting the need for new humanitarian action in the field of migration. France is increasingly involved in IOM activities.
