European Union (EU) integration represents a priority for the Government of Montenegro. The EU granted Montenegro the official status of candidate country in 2010. Additionally, EU visa regime was altered, allowing Montenegrin citizens visa-free access to all 25 Schengen member states within the Union, as well as three states outside the European Union.

Authorities are developing a comprehensive system to manage migration, and the Government of Montenegro has adopted a number of laws as well as strategic documents and corresponding action plans. These include strategies to manage migration and ensure it contributes to the country’s development by addressing recurrent migration flows, improving the legal migration framework, and creating an appropriate institutional structure.

IOM Montenegro promotes dialogue through workshops on migration-related topics; develops information and training programmes for officials and practitioners; enhances cross border cooperation through taking an active role in its institutionalization, etc. Furthermore, IOM Montenegro aims to continue assisting the Government of Montenegro by providing advisory and operational support to the Montenegrin authorities in their efforts to strengthen the country’s migration management capacity, including improvements to border controls, strengthening counter-trafficking efforts by enhancing government capacities to identify smuggling of migrants and trafficking in persons, building technical and human capacity for cross-border cooperation and data exchange, building government’s capacities to ensure identification, referrals, assistance and protection of vulnerable migrants, including unaccompanied and separated migrant children, victims of trafficking and smuggled migrants. IOM Montenegro is providing support to the Government to establish the necessary mechanisms to implement assisted voluntary return and reintegration for stranded migrants, and supporting the government to set up mechanism for data collection, data exchange, and information sharing with neighboring countries for evidence-based analysis of regional migration trends.
